I think that your comments about information from NST are a little harsh. I have sat on JV committees and nothing happens without a budget approved by the committee. There must have been budgets approved before work was done and PIO would have a representative on that committee. They may not have much influence on the decision if there is conflict, but in my experience, these are not conflict situations. In short, PIO know what the money was spent on. They do not have to disclose any information on the JV unless it is price sensitive and are most likely precluded from disclosing anything without approval of the other party/s to the agreement.
