IMO, The ante gets upped with clarity - is there enough on the initial close of the deal or is it perhaps the closer Tartaruga comes to being online and relative to POO.
For me, It's the same old story, buyers prefer to wait and see what we actually have and then pay a little more for it, without the risk/unknowns.
