Not sure I see the railway guarantee as much of a worry that you do , there will always be companies trying to piggyback off someone elses rail link - still the cheapest form of transport so may not be as bigger risk as you seem to think ????
As far as spending money on projects , most companies do and via expensive money ( loans ) GBG shouldnt need to borrow so it is all about the quality of the project and expected first return . GBG have stated they are only interest in advanced projects and are currently looking at options .
