Apparently a giant steel barge that broke loose did most of the damage by acting as a battering ram through a levee and thence taking buildings with it. The water unleashed in large volume then was able to knock out more levee walls. Difficult to plan for that, as that sought of incident had not occured in previous storms. Buildings uprooted became missiles and did massive damage. Building codes need revising.
