Yes, the Adelaide - Darwin rail link was completed and after doing an appropriate costing study the then Howard Govt. gave concessions to private industry and carriers for future access. This limited the Australian taxpayer to a very low $100m contribution. Resulting in one of the greatest infrastructure improvements in the last 20 years.
