allocated anyway. Remember the promises to state governments to relinquish state control of hospitals to the federal. You can spin it anyway you like, however to balance the budget up-front they will have to delay other things or raise more taxes somewhere else - maybe they can hit the miners again.

What's going to happen when they mining tax can't pass through in its current form? I shudder to think. May as well start counting the broken promises right now.
