Maybe the production licence will be further delayed? This was announced July 2010 but I missed it. The ban was supposed to end on Nov 1 2010 but perhaps it is still in place?

"Kazakhstan extends ban on oil exports

The Ministry of Oil and Gas wants to extend a ban on exports of gasoline and some other kinds of fuel until
November 1 to help bring in the harvest.
It has asked top government officials to approve an extension. The ban, which took effect May 28, was supposed to last only until July 1. It was aimed at ensuring that farmers had the fuel they needed to plant crops.

Ministry revokes 10 production licenses
The Ministry of Oil and Gas has revoked 10 production licenses.
It has also sent 117 breach-of-contract notifications to companies that it said had failed to comply with the terms
of exploration and production agreements. The ministry said it took the actions after reviewing more than 170 oil and gas contracts. It has not released the names of companies whose licenses were revoked or that breached contracts."
