That may be the case, but its not the right way to go about it. JPR have shut in J50, so the delay in granting TPL isnt helping farmers get cheap oil at all.
They would be better of revising the terms and saying 20% of ALL production is domestic, 80% for export. Helps Kazakhstan and lets companies move forward.
Either way, an update is LONG overdue.
