Kazakhstan is one of the world's largest uranium mining nations so should not be a shortage of potential supply given their strategy. However the metallurgics may get interesing if they need to process differing uranium waste ores.
Are anyone else able to find any info on their basket make-up? The Yomuri article posted by fuzzie mentions 20 tonnes Dy, or ca1.33% based on total tonnage of 1500, or 0,33% of their total future pote trial capacity. That's a fairly wide range depending on what assumptions one makes.
