In my view, just ignore the sell depth. I think its one of the insto's waiting to get out. They place lots of small bids to disguise the exit or re-weighting. If they had to sell 20M shares in one day the market impact would be huge, so thats why you are seeing lots of little bids.
I could be wrong, but an announcement could be looming to service those bids.
