As far as I am aware the coal deposit is some way from infrastructure but ATQ are 70% & the Tanzanian govt 30% & a railway line is an option being considered to transport the coal.

US President George W. Bush has said he chose to stay longer in Tanzania during his five-nation African visit in appreciation of the country’s clear development plans and efficient use of American aid.
Speaking after signing a 698 million US dollars (about 800bn/-) five-year grant to Tanzania under the Millennium Challenge Corporation (MCC) at the State House in Dar es Salaam today, Mr Bush said the country was exemplary in executing health and development programmes supported by the US.
About half the grant under the agreement signed today would be spent on rehabilitation of trunk roads on the mainland, rural roads in Zanzibar and Mafia airport. Some 206 million dollars (about 240bn/-) would go to improve capacity for power generation, transmission and distribution and reinforce the existing network in Zanzibar, Kigoma, Mwanza, Tanga, Morogoro, Iringa, Dodoma and Mbeya.
