Maybe DC is playing the game. Accepting the offer subject to an independent valuation may actually mean "out STO in the market, and then put pressure on them to increase the offer"?
Maybe the impending upgrade could further justify having STO up the offer...particular given they seemed to be at pains to state that the deal have been accepted at an attractive 50c per gig of 3P
