Keeping a job based on 1 interview alone is dumb

Is it any surprise that many of our systems are inadequate or corrupt.? Our system for giving people jobs is based on a c.v/resume, 1 or 2 one-hour interviews, and references which you pick! Once you get the job, it is more or less just a matter of towing the line and keeping your head down. It doesn't seem to matter much if you are suitable or any good at the role. And the beauty of it is once you become permanent(in government at least), you pretty much can't be fired. As a result, you end up with many "unsuitable" people running important services and those services become sub-standard. They talk about probation in some jobs, but how many people do you seen being let go during that period, next to none. They talk about performance appraisals which rarely happen and if they do are a joke primarily because there is nearly always a disconnect between management (the ones deciding on someone's performance) and the employee. In short, the manager usually doesn't have much of a clue regarding someone's performance and usually rely on biased second hand info they are getting from their "asvisors" or stupid kpis(key performance indicators). Nobody wants to rock the boat, nobody wants to change or improve anything and the crap, substandard, inadequate, inequitable and corrupt systems roll along.
