I think it means that AS and co have been negotiating hard for the best deal (in terms of upfront etc)...
Given the current SP. It maybe in Unilife shareholders best interest to get the deals over the line sooner rather than later (sacrificing some conditions, like for example the size of upfront payment, exclusivity fees).
Rather than have to issue shares at this price.
They are also limited to issuing 19 Million shares or so ... without additional share holders approval.
The options mentioned by Keith make sense to me.
