I think you might be looking at the announcement the wrong way, if/ when KP approves PEP11, it will be a good news story.
I cant see KP hiding behind some chocolate eggs... the bloke has big eggs, listen to how he responds to questions on the radio.
KP will come out and own whatever decision he makes:
a) reject the application because it doesn't meet the guidelines; or
b) Approve the application based on ticking all the boxes and phrase the decision as it is what is best for all Australians, not just the few with a view + a telescope.
