Look through the announcements and you will find they have spoken about being approached with offers of funding for the project.
In SDL announcements,from Cameroon Government sites and from other press.

The part about the Chinese and others wanting to fund and build the whole project,every thing is also on the Cameroon Government site and in the world press.
Most SDL share holders I thought were aware of this fact.

I should have said they are going to build.
SDL have not said they have started but I have seen a press report from Cameroon saying.A 450km railway line is currently being constructed from Mbalam to Kribi.
