Agree with your analysis but my intentions were precautionary comments not fear as such.
The wish is for powerful outside interests to indicate to government concern about the situation and request and advise.
It is not opportune for BSE to make legal threats when opportunities are there for negotiation.
In the end it may be in BSE interests to settle if appropriate resolution can be negotiated.
Governments are capable of ignoring legalities or changing the laws to suit if needed. (just look at boat people legislation in Australia under both governments)
Personally I am hopeful.
