You are right about our operator being experienced at submitting work proposals... It is not their experience or ability that should be queried.. sure they know what needs to be written .. but that only extends to what was required last time they did it! NOPSEMA's perpetually evolving interpretation of the rules, and the ever rising hurdles that operators have to jump over to get approvals makes efficient management of the process impossible! NOPSEMA appears to have a policy to not approve anything first time around. Nothing to do with an operators level of excellence.
