Dude, it's all transmission of information.
ISDN, Frame Relay, optic fiber, microwave, copper, satellite, 2G, 3G, 4G just different mediums of transmission with different costs, pros and cons.
If the idea is to get high rates of information exchange to the most people in a cost effective manner in a country the size of Australia with its population distribution. Optic fiber is not the solution.
Comparing Australia with countries 1/50th the size and 20x the population also doesn't help in the justification.
