    The federal government HAS ALWAYS FUNDED the state governments

    ALWAYS

    Proir to the GST the states would go to the federal government for their annual hand out this hand out which would go into the states general revenue to be spent as they saw fit.

    On top of this the federal government funded the states with special purpose funding and grants, money that was supposed to be spent only in that specific area, this was normally top up education or health funding and funding for thigs like infrastructure projects.

    THE ONLY THING THAT CHANGE WITH GST was the need to for the states to go to the federal government with cap in hand once a year to receive general revenue funding.

    The top up special pupose funding and grants was and still does occur.

    The Federal government is sitting on over $30 billion of our money that should be either giving to the states by menas of special purpose grants or used to fund projects directly.
