That's it - he's over qualified !!
Seriously - he's basically an academic and needs to get out more. I hear him on the radio virtually every day. Often he's the first comment that gets aired on the abc whenever there's a foreign affairs item- which is often. I understand that he puts out reams of press announcements and proclamations. Reminds me a bit of Gareth Eveans (also a MHSOB)
