Any guy who walks into a bar and puts $22b on the counter and shouts everyone a drink is going to be popular. Especially when he has not had to cut government spending or raise taxes to generate it.

When judging Rudd and his first 12 months one needs to consider the platform he came to office with and judge him how he has implemented those policies.

Education revolution? Supplying computers to every year 9 - 12 student?
economic conservative?
maintaining the government surplus?
restoring fairness to employees?
working families??

Against this criteria i can only give Rudd a 3/10.
