I highlighted this as the crucial turning point on the DT thread a week or so ago and yes, I believe you are right to mention this: This is the crucial point now as to whether Europe starts to turn around, or go lower.

Amazing we are relying somewhat, on the germans to save us now.
There needs to be a compelling event now for a reversal, and all the major governments will be wanting this to save their necks, so they WILL force germany into accepting this deal, imho.
