Is there any evidence that "COP changed their mind on the original PE and stated they shouldn't have given any notification in the first place"?
There is some evidence contrary to this. COP believe they complied with the JOA and provided all information required in the notification. They believe none of the co-venturers chose to exercise their right to PE. The inference is that COP believe FAR requested information that was not required under the JOA notification.
