Royalty rates are set to attract investment to overcome the negatives or high costs of our economy vs say Qatar. It is meaningless to draw conclusions on difference in royalty income between Qatar and Australia.

Productivity here is abysmal, and wages and taxes paid by construction workers are higher than Qatar.
