For probably less than a billion dollars (wouldn't the majority of shareholders take 5 x current SP, $2?), the Chinese Govt could simply buy TON out. Graphite rain problem solved.
I don't understand why they are messing around now the deposit is all JORC'd up. They could fast track to production in quick sharp time with their connections in Mozambique.
It would be a bargain at that price, and a WIN / WIN all round (unless you are an uber long wanting a $10 sp).
