    You've now inadvertently implied RAP will be a done deal and that we are just waiting for the right time to sign it off so we don't have to start paying to implement the plan... The further implication is that we will start payments thereby indicating you feel the RAP costs will be acceptable. That's a double vote of confidence from you - I'm sure you didn't mean to do that, happens when objectivity blurs - bugger!
