Galoc was what I was thinking of.
It makes sense, as COE has the cash and the cash flow, and Unocal were up-front about there bveing 60+ mmbl in the field.
Although it's offshore, it's relatively shallow, and with the cold $8m COE could put into the project that would get things back on track.
