Sure, all those things could allow it to be more prevalent but the dehumanisation of the 'other' in our society must imo play a role. Its not just us though, its a global phenomenon and we could just as easily be reading about US, German, Danish or Polish troops in Afghanistan doing this.

But, as you say command should be proactive against it.
