I don't think it is a war crime but it doesn't matter what I think they have agreed international standards for that. I can't name a war without war crimes. Maybe the Falklands but no doubt I'll learn otherwise.

IMO, its war and war is messy which is why we shouldn't pretend otherwise. Step into their shoes and walk a mile.

We should do all we can to avoid sending the troops on dubious military excursions.
