the child is only 3 1/2 - spitting on the head is not exactly harmful. Try including her in the share of the responsibilities in looking after him, rather than excluding her - it should turn around the situation where she'll become protective of him instead.
If that don't work, removal of her favourite thing, like the TV or special treat should help as well.
