The Police and the Government have - for years - tried their hardest to not acknowledge the risk of terrorism.
To be a terrorist one would most likely have to be mentally unstable and that then suits the official narrative that "... it was not a terrorist attack (phew, we don't have them in Oz) but the per was mentally unstable ..."
