Same thing happened in Melbourne 2 1/2 months ago. A mentally disturbed male roamed the King St area stabbing random people then walked to StKilda and stabbed some more. It was treated as a mental health episode.
Usually these types have been treated in mental health facilities and not allowed to roam the streets. Something seems to have changed whereby the State Governments don't want to hold them in secure facilities anymore. So this is what happens as a result.
