I would be surprised if the process didn't have some bugs and that is the reason for the delay.
Anything of that size and nature surely has some issues that have to be resolved.
No doubt the shorters if there are any left will try to use any delay as a reason to ply their trade!
It's "par for the course" that no matter what you build, design or construct you will have to make adjustments on start-up and Lynas will be no exception.
As to whether they admit it or not is another thing.
