If those conclusions are it then finally we can get back to mining. It basically states the military should be prosecuted (and it seems individuals already have been) and Anvil shouldn't put itself in that situation again.
That '...no repetition of it happening again.' conclusion is a bit strange, Anvil might be able to keep its trucks next time but it sure as hell can't control the military.
