Form 604 notices of change in substantial shareholding must be lodged to ASX within two days of becoming aware of the information. Looking at ASX trading history I would say the transactions occurred on 27 or 28 Feb and therefore notice slightly late by two or three days.
Could not have bought later because he paid $1.10 and last time price was that high was 27/2. Also 27/2 was highest volume day with 54m shares trading.
More to the point though, I think we will start to see more of these notices, probably as early as tomorrow as Klinghorn would have been buying 29/2, 3/3, 4/3 and 5/3. I would also expect that each of these notices will boost the share price.
