What they said... RAP to ifc equator principles. What it means is that after buying the land having a structural engineer prepare plans, getting the plans approved a cc issued they can commence construction ensuring correct grade of concrete is supplied check the slump onsite ensure adequate cover to reo check fabric size and set it out using a surveyor etc etc (and that's just for the slab!). They wont just evict the owner and start building anywhere with no plans to go off out of mudbricks and scrap timber all the while hoping it doesn't fall over and cost a bundle to repair...
