I'm a technical guy and not a banker so my b*llshit gauge is not refined to financial matter as yourself. I don't disagree with the sentiment you put forward and it was a similar line of thinking that got me to reduce my holdings. But once again this is an opinion based on deductive reasoning vs a factual statement.
With respect to the announcement you referred to, the way I interpreted the announcement was that key terms, which are binding, were agreed. Needless to say this is completely different to binding finance being committed.
