They had to put a timeline on it due to market requirements, this is a fact rather than opinion. Yes it looks poor when they put a timeline on something and don't meet it but note one version said "within 10 days" and one said "approximately 10 days", so I think in this case there is a valid excuse.Its still being sorted out, days away rather than weeks. Market update will come soon, then there will be an announcement. When that money is in the bank this stock will start to ramp.
