I'm not so sure that the DRC would ignore a ruling handed down by the ICSID. The ICSID is a member institution of the World Bank Group and the DRC is a member state and has a representative that sits on the administrative council. The World Bank is not someone you would want to be on the wrong side of, i.e ignoring ICSID rulings. It's very bad for the country and potentially very bad for corrupt officials with assets outside of their own country that may be seized or frozen. Recent happenings along these lines come to mind. So, I don't believe a ruling will be ignored, there is too much at risk for the country and some individuals. I believe this is why DRC simply does not want the AVZ saga to get any daylight at ICSID. They will much prefer this to be settled prior to the court date.
