Is it even possible for the DRC to issue a ML to Kobold under the Mining Code as they havent done any work - studies etc? Or in this sceanrio, does AVZ transfer all intellectual property rights to Kobold and thats enough to satisfy the DRC?
Did the Chinese do anything to get their ML in the north? Do they even have a ML?
