I also dont think that KP2 (and/or Powerchina for that matter) would put on a big show with a signing ceremony in front of the RoC minister of Mines and the Diplomats of the Chinese Embassy in the RoC if KP2 (and the Minister and Diplomats for that matter) were not very sure that project funding would be successful (above attached photo names persons present at the signing ceremony).
Said inversely, imagine KP2, the Mining Minister and the Chinese Embassy showing up for a signing ceremony on a massive project which makes international headlines, and then later saying that the project isn't going ahead.? Obviously that would be a major embarrassment for these top Ministers and Diplomats.
IMO, KP2, Powerchina, the Minister and the Diplomats would have to be pretty confident that project funding was going to be successful if they showed up for a photo opportunity at a signing ceremony which makes international headlines.
