Doesnt really look like a good time to be buying any meaningful size trade parcel. Lots of sellers around the 4c level and pretty low volume.
Getting a signed Power Purchase Agreement and then project financing at Klamath Hills, followed by the associated revenue that will go with it, should help investor confidence but remains to be seen if this will happen.
