Aye that was my understanding too.
I wonder how they arrived at the target anyway. The exponential growth estimates bandied around are impressive (1000+MW by 2023!) but its all dependent on realizing opportunities in Sinopec. It seems bold to include these figs in forward estimates when Sinopec (as far as I know) has given zero indication its satisfied with the roll-out or performance of the tech, and no firm indication of its commitment to broader deployment across the organization.
