took about one month simply to alert council about the project.
if it is the Kalina project the council first became aware of, otherwise longer.
potentially that was the first council meeting after finalising site agreement.
this demonstrates the bureaucracy, rulership, timelines involved. Slow going. They'll try to speed it up I guess.
