without a mismatch, true co-location behind the metre, wouldn't that get a clear mention in the document?
it doesn't seem to get any mention.

but even with a mismatch, wouldn't it mention that those projects get priority?

there is mention of the problem:

"High DTS requests

― 29 data centre applications totaling 16,229 MW

― Most lack sufficient or timely new generation

― Exceeding both existing and expected new supply"

but no mention of the solution being co-location with electricity generation.

typical Government stuff, problems but no real solutions.
