The carbon thing is a bit hard. There are few mountains, so no real hydro electricity, nor any geothermal. The sunshine & wind aren't always where the people live, so the core energy supply is coal & gas. Much of the export industry is energy intensive so it's doubtful a high ETS would do anything except move future capacity expansions to other jurisdictions.
if we look at NZ, even they haven't included agriculture in their ETS, and they have near zero emissions from electrical supply and massive negative emissions from forestry and yet the NZU's are at NZD$25. Of course the primary beneficary of an OZ ETS would be forestry, where else would the abatement could from?
