I can only think of three reasons
1. Willing to roll the dice
2. Wants to buy an extremely large volume before the second week in July. (KRCOB date) Buying such a large volume would most likely see the price well and truly exceed 10c.
3. Forgot to remove the buy order
Item two feels a little far-fetched.
