Sure, that's considered work-in-progress and does not need to be reported until it becomes clearly material for the market participants. The point that was being made that KRC was somehow withholding material information in order to manipulate the SP (which is effectively illegal and against an orderly conduct of the capital markets). Imagine the chaos that would ensue if all companies could do that.
