Literally you are correct Yak.... But I think you are really over analysing this announcement. Work has still to be done/is continuing/has commenced.
By they way Yak... Everyone here including myself, have a right as SHs to analysis and interpret announcements and company info as we see fit. Some of us have been here a long time too, so dont think you can discredit us, because we dont conform with your opinion!
We have waited along time.... many longer than you, for this to come to fruition
